Federal and State AP Exam Fee Assistance
Payment is due to College Board by June 15, 2025 (postmark deadline)—not at the time of ordering. Schools determine how and when to collect and track exam payment.
This page will be updated as states finalize their 2025 AP Exam fee assistance policies. You can view the 2024 AP Exam fee assistance policies for each state here.
2025 AP Fee Assistance Policies by State
The base AP Exam fees are as follows:
- $99 per exam at schools in the U.S., U.S. territories, Canada, and all DoDEA schools.
- $129 per exam at schools outside the U.S., U.S. territories, and Canada, with the exception of DoDEA schools. (Fees may vary for exams at College Board-authorized test centers outside the U.S.)
- $147 per exam for AP Capstone™ (AP Seminar or AP Research)
The exam fee includes a $9 rebate per exam that schools can retain to offset exam administration costs.
College Board provides a $37 fee reduction per AP Exam for eligible students with financial need. For eligibility criteria, visit AP Exam Fee Reductions. Schools are expected to forgo their $9 rebate for these students, resulting in a cost of:
- $53 per exam at schools in the U.S., U.S. territories, Canada, and all DoDEA schools
- $83 per exam at schools outside the U.S., U.S. territories, and Canada, with the exception of DoDEA schools (Fees may vary for exams at College Board-authorized test centers outside the U.S.)
- $101 per exam for AP Capstone (AP Seminar or AP Research)
Many states use federal and state funding to further reduce the exam fee for students. College Board and states are working together to provide information about 2025 subsidies in advance of the November 15 final ordering deadline wherever possible, but in some cases, states won't be able to finalize their subsidies until later in the school year.
For more information on the federal funding options available for states and districts, visit Funding for Low-Income AP Students.
If Your State Requires Students to Be Enrolled in a Course
Some states require students taking an AP Exam to be enrolled in the corresponding course in order for those students to receive state funding for their exam. Students solely enrolled in an exam only section for a given AP subject won’t receive state funding in this case. For example, students taking AP courses at a virtual school must be enrolled in both the exam only section at the school where they’ll be taking the exam and in a class section for the corresponding course through their virtual school.
If Your State Eliminates Its Subsidy
If your state provided a subsidy for low-income students’ AP Exams in 2024, and the subsidy is eliminated after you’ve submitted your 2025 AP Exam order:
- For students who choose to still take their exams: The amount that will be calculated on your invoice for these exams will reflect your state’s available funding as of the time the invoice is generated.
For students who choose not to take their exams: No exam payment will be owed. Students’ fee reduction status must be accurately indicated in AP Registration and Ordering in order for fees to be waived.
Alabama
New this Year:
- For May 2025 AP Exams, the Alabama State Department of Education (ALSDE) has changed from a school reimbursement process to a direct-billing arrangement with College Board.
- The Alabama State Department of Education will pay College Board directly for:
- All public-school low-income students’ AP Exams in full.
- AP Computer Science Principles (CSP), AP Precalculus, and AP Seminar Exams in full for public-school non-low-income students.
What this Means:
- In past years, schools in Alabama have paid College Board in full for all AP Exams and then applied to the Alabama State Department of Education to receive exam fee reimbursement.
- For 2025 AP Exams, the Alabama State Department of Education will pay College Board directly for the AP Exam fees being covered by the state.
- The Alabama state subsidies for 2025 AP Exams will be deducted from each school’s invoice and billed directly to the Alabama State Department of Education instead.
Alabama’s State Funding Details for 2025 AP Exams:
The Alabama State Department of Education will pay College Board directly to reduce students’ costs for AP Exams for public school students as follows:
Fee-reduced students are students who qualify for the College Board fee reduction of $37 per exam. For eligibility criteria, visit AP Exam Fee Reductions. For fee-reduced public-school students, the Alabama State Department of Education will pay College Board directly:
- $53 per AP Exam (except AP Seminar and AP Research Exams)
- $101 per AP Seminar Exam and AP Research Exam
- The final fee for any AP Exam for fee-reduced public school students is $0. Schools are expected to forgo their $9 rebate for fee-reduced students.
Standard-fee students are students who do not qualify for the College Board fee reduction. For standard-fee students in public schools, the Alabama State Department of Education will pay College Board directly:
- $90 per AP Computer Science Principles (CSP) Exam
- $90 per AP Precalculus Exam
- $138 per AP Seminar Exam
Final AP CSP, AP Precalculus, and AP Seminar Exam fee for public-school standard-fee students: $0
Note: It remains a school-level decision whether to collect or forgo the $9 per exam school rebate from standard-fee students. For 2025 AP CSP, AP Precalculus, and AP Seminar Exams taken by public school students in Alabama, the final fee charged by College Board on your school’s invoice will be $0 per exam.
What Schools Must Do
Your school's AP coordinator must take the following steps.
Before the exams:
- For your invoice to accurately reflect any fee reductions, the AP coordinator must indicate the fee reduction status for each eligible student in AP Registration and Ordering.
- For each student who is eligible for the College Board fee reduction, check the box for reduced fee next to their name in the student roster.
- For students who aren't eligible for the fee reduction, no action is needed.
- Once a student’s fee reduction status is marked as reduced or left as standard in AP Registration and Ordering, the Alabama state subsidies will automatically be calculated and applied for eligible exams.
- Fee reduction status is indicated only once per student, not for each exam.
- A best practice is to indicate the fee reduction status for each student by the time you submit your exam order, if possible, to ensure you have time to plan for and collect the appropriate exam fees from students. However, if you need more time to verify this information, the deadline to indicate students' fee reduction status in AP Registration and Ordering is April 30, 2025 (11:59 p.m. ET).
After the exams:
- Your invoice will be sent to you via email after the late-testing administration. At that point, you can also access and print the invoice through AP Registration and Ordering.
- No payment is due to College Board for AP Exams taken by public-school fee-reduced students.
- No payment is due to College Board for AP CSP, AP Precalculus, and AP Seminar Exams taken by public-school standard-fee students.
- Schools are responsible to pay College Board for all other AP Exam fees and any additional fees incurred, such as late order fees, unused/canceled exam fees, late-testing fees, etc. Alabama’s state funding does not cover these fees.
- June 15, 2025, is the postmark deadline for any payment due to College Board.
- With the change to direct-billing, AP coordinators no longer need to submit a copy of their invoice to ALSDE.
For more information, contact Dr. Michal G. Robinson, AP/IB Program Manager, Alabama State Department of Education, Instructional Services Section, P.O. Box 302101, Montgomery, AL 36130-2101; phone: 334-694-4768.

Arkansas public, homeschooled, and virtual school students must be enrolled in and complete the AP course to receive the state funding for their AP Exams:
- Arkansas students will only receive the state subsidies for their AP Exams if they are enrolled in a class section in AP Registration and Ordering and complete the AP course with an appropriately trained teacher.
- Any public, homeschooled, or virtual school students who are not enrolled in a class section in AP Registration and Ordering will not have the Arkansas state subsidies applied for their exams. This means that the physical school where any unenrolled students take their exams will be charged rather than the state.
- Homeschooled students and students taking AP courses at a virtual provider such as Virtual Arkansas must be enrolled in AP Registration and Ordering in both the exam only section at the school where they'll be taking the exam and a class section for the corresponding course through their virtual provider. Virtual providers must ensure that their AP teachers enroll all their students in AP Registration and Ordering.
- Virtual and homeschooled students must also complete the course with an appropriately trained teacher to be eligible to receive the state subsidies for their exams. If a virtual or homeschooled student enrolled in a class section is no longer taking the AP course, you’ll need to drop the student from the class section. California
Local Control Accountability Plan/Local Control Funding Formula (LCAP/LCFF) Funds
1) Local Control Funding Formula (LCFF) Supplemental/Concentration Funds: LCFF provides additional funds for particular student groups (e.g., low-income, foster, and English language learner students).
Districts can use those funds to pay AP Exam fees for students. Districts can target Supplemental and Concentration Grants to pay for AP Exams for their English learners and students who are low-income or foster youth. Additionally, districts can use Supplemental and Concentration Grants on a schoolwide or districtwide basis to pay for AP Exams for all students as long as they demonstrate their Local Control and Accountability Plans (LCAPs) that the funds are being used principally to increase or improve services to high-need students. Numerous districts include AP course- and exam-taking information in their LCAPs to address state and local priorities.
2) LCFF Base Grants: In addition to Supplemental and Concentration Grants, districts can use LCFF general purpose Base Grants to pay for AP Exam fees for all students.

Connecticut
For public school students who qualify for the College Board fee reduction of $37 per exam, the state of Connecticut will pay:
- $53 per AP Exam (except AP Seminar and AP Research Exams)
- $101 per AP Seminar Exam and AP Research Exam
Schools are also expected to forgo their $9 rebate for these students. The final fee for any AP Exam (including AP Seminar and AP Research Exams) for a qualifying student is $0.
- Fee reduction status is indicated only once per student, not for each exam.
- Districts implementing the Community Eligibility Provision (CEP) should not report all students as being from low-income families. All schools should use district data for free or reduced-price meal eligibility in PSIS to determine if a student should be indicated as “low-income” on the AP invoice. Remember, student information in PSIS is about eligibility for free and reduced-price lunch and not participation.
- Since the AP, PSAT/NMSQT, and SAT are considered part of a Connecticut State Department of Education (CSDE) State Educational Program, the AP, PSAT/NMSQT, and SAT coordinator can be given access to a student’s income eligibility status. To request access, the coordinator must complete the Disclosure Release form to ensure that they have an understanding of the USDA regulations and do not use this information for other purposes.
- The disclosure of FRPM eligibility is restricted. However, FRPM eligibility can be shared for the purposes of administration of a state education program. Dual credit courses that are offered in partnership with an institution of higher education, Advanced Placement (AP) Exams, the PSAT/NMSQT and SAT tests, and the International Baccalaureate exams are all considered part of Connecticut’s state education program. Therefore, coordinators for these projects (e.g. school counselors) may be granted access to students’ FRPM eligibility status to ensure that students can receive fee waivers in these programs. Coordinators/counselors requesting access to FRPM eligibility data must complete the Disclosure Release Request for Free or Reduced Eligibility Status of Students in the School Nutrition Program to ensure they have an understanding of the USDA regulations and do not use this information for other purposes. The completed form must be reviewed and approved by the district or school’s determining official (i.e., the person who processes FRPM applications). Once approved, the determining official can provide the coordinator/counselor with the FRPM eligibility status for the applicable students.
- A best practice is to indicate fee reduction status for each student by the time you submit your exam order. However, if you need more time to verify this information, you can update students' fee reduction status through AP Registration and Ordering after submitting your exam order, but no later than April 30, 2025 (11:59 p.m. ET).
After the exams:
- Your invoice is automatically generated in AP Registration and Ordering and emailed to you after the late-testing administration ends. At that point, you can also access and print your invoice through AP Registration and Ordering.
- College Board will bill the state directly for $53 per AP Exam ($101 per AP Seminar Exam and AP Research Exam) per fee-reduced student.
- June 15, 2025, is the postmark deadline for any payment due to College Board.
- Please do not send a copy of your invoice to the Connecticut State Department of Education.
For assistance with AP Registration and Ordering or your AP invoice, please contact AP Services for Educators.
For specific questions about the state funding available, please contact Michelle Rosado, Education Consultant, Connecticut State Department of Education, phone: 860-713-6748.

Georgia
The state of Georgia will provide funding for AP Exams for two categories of public school students: fee-reduced students and standard-fee students.
Fee-reduced students are students who qualify for the College Board fee reduction of $37 per exam. For eligibility criteria, visit AP Exam Fee Reductions. Schools/districts receiving Community Eligibility Program (CEP) funds cannot use this designation as a determining factor for low-income students. Instead, each individual student's eligibility will have to be determined using the criteria outlined on the AP Exam Fee Reductions page.
For fee-reduced students in public schools, the state of Georgia will pay $53 for one AP Exam in any subject (except AP Seminar and AP Research Exams). Schools are also expected to forgo their $9 rebate for these students.
- Final fee for qualifying low-income students for one AP Exam in any subject (except AP Seminar and AP Research Exams): $0.
Standard-fee students are students who do not qualify for the College Board fee reduction. For standard-fee students in public schools, the state of Georgia will pay $90 per AP Exam for one AP Exam in STEM. The AP Exams included are the following:
- AP Biology
- AP Calculus AB
- AP Calculus BC
- AP Chemistry
- AP Computer Science A
- AP Computer Science Principles
- AP Environmental Science
- AP Physics 1: Algebra-Based
- AP Physics 2: Algebra-Based
- AP Physics C: Electricity and Magnetism
- AP Physics C: Mechanics
- AP Precalculus
- AP Statistics
The final fee for one AP Exam in STEM for standard-fee students is $0 (or $9 if a school does not forgo their $9 rebate).
- Once a student’s fee reduction status is marked as reduced fee or left as standard in AP Registration and Ordering, the Georgia state subsidies will automatically be calculated and applied for any eligible exams.
- Fee reduction status is indicated only once per student, not for each exam.
- A best practice is to indicate fee reduction status for each student by the time you submit your exam order. North Carolina
The North Carolina Department of Public Instruction (NC DPI) will fund AP Exams for two categories of public school students enrolled in an AP course who then take the corresponding AP Exam: fee-reduced students and standard-fee students. Please note that NC DPI will not pay for AP Exams taken by private school students, homeschooled students, or students who were not enrolled in the AP course.
Fee-reduced students are students who qualify for the College Board fee reduction of $37 per exam. For public school, fee-reduced students enrolled in the corresponding AP course, NC DPI will pay:
- $53 per AP Exam (except AP Seminar and AP Research Exams)
- $101 per AP Seminar Exam and AP Research Exam
The final fee for any AP Exam (including AP Seminar and AP Research Exams) for qualifying fee-reduced students is $0.
Standard-fee students are students who do not qualify for the College Board fee reduction. For public school, standard-fee students enrolled in the corresponding AP course, NC DPI will pay:
- $99 per AP Exam (except AP Seminar and AP Research Exams)
- $147 per AP Seminar Exam and AP Research Exam
The final fee for any AP Exam (including AP Seminar and AP Research Exams) for qualifying standard-fee students is $0.
North Carolina Rebate
The fee for each AP Exam is $99, or $147 per AP Seminar Exam and AP Research Exam, with the school normally retaining $9 of that fee as a rebate to help with administrative costs associated with the AP Exam administration.
Given that NC DPI pays for all AP Exam fees, public schools in North Carolina no longer collect this $9 fee from students. Therefore, NC DPI has agreed to provide the $9 rebate per exam to schools for standard-fee students. In September 2025, your school will receive a rebate check from College Board equal to the number of your standard-fee used exams multiplied by $9 per exam. For example, if you have 100 used standard-fee exams, your school will receive a rebate check in September 2025 for $900. Please note that the North Carolina rebate is separate from the Rebates for Schools with Large AP Programs.
- Fee reduction status is indicated only once per student, not for each exam.
- Once a student's fee reduction status is marked as reduced fee or left as standard in AP Registration and Ordering, the North Carolina state subsidies will automatically be calculated and applied for all exams taken by public school students who are enrolled in the corresponding AP course.
- A best practice is to indicate fee reduction status for each student by the time you submit your exam order. However, if you need more time to verify this information, you can update students' fee reduction status through AP Registration and Ordering after submitting your exam order, but no later than April 30, 2025 (11:59 p.m. ET).
Ensure Eligible Students are Enrolled in Class Sections in AP Registration and Ordering
- North Carolina public school students are only eligible to receive the state subsidies for their AP Exams if they were enrolled in a class section in AP Registration and Ordering.
- Virtual schools must ensure that their AP teachers enroll all their students in AP Registration and Ordering. Students taking AP courses at a virtual school such as NCVirtual must be enrolled in both the exam only section at the school where they'll be taking the exam and a class section for the corresponding course through their virtual school.
- For more information on enrolling students taking AP in virtual schools, visit Homeschooled, Independent Study, and Virtual School Students and Students from Other Schools, or see the AP Coordinator's Manual, Part 1.
- Self-study students, homeschooled students, IB students, and any private school students testing at a public school should be solely enrolled in an exam only section for a given AP subject so that the state subsidies are not applied.
After the exams:
- Your invoice is automatically generated in AP Registration and Ordering and emailed to you after the late-testing administration ends. At that point, you can also access and print your invoice through AP Registration and Ordering.
- College Board will bill NC DPI directly for its share of the qualifying students' AP Exam fees.
- Send payment to College Board for any ancillary fees incurred, as well as for exams for any students who are not eligible for the state subsidies.
- June 15, 2025, is the postmark deadline for any payment owed to College Board.
- It is not necessary to send a copy of your school's invoice to NC DPI.

- Students taking AP courses at a virtual school such as VirtualSC must be enrolled in both the exam only section at the school where they’ll be taking the exam and a class section for the corresponding course through their virtual school. Virtual schools must ensure that their AP teachers enroll all their students in AP Registration and Ordering.
- Any students who are not enrolled in a class section for the corresponding course by the virtual school will not receive the South Carolina state funding for their exams. This means that the physical school where any unenrolled virtual school students take their exams will be charged rather than the state.
- For more information on enrolling students taking AP in virtual schools, visit Homeschooled, Independent Study, and Virtual School Students and Students from Other Schools or see the AP Coordinator's Manual, Part 1.
- The state will also pay for a homeschooled or private school student if they take the AP course and exam, excluding AP Precalculus and AP African American Studies, at a South Carolina public school. These students must be enrolled in the class section for the corresponding AP course at the public school to receive the state funding.
After the exams:
- Your invoice is automatically generated in AP Registration and Ordering and emailed to you after the late-testing administration ends. At that point, you can also access and print your invoice through AP Registration and Ordering.
- College Board will bill the state directly for its share of the qualifying students' AP Exam fees in each category.
- For AP Precalculus Exams and AP African American Studies Exams, AP Exams taken by students not enrolled in the corresponding AP course and any additional fees due, send payment to College Board.
- June 15, 2025, is the postmark deadline for payment due to College Board.
- Email a copy of your school’s invoice to Leslie Dawes, SC Dept. of Ed., by June 15, 2025.
- If it is necessary to contact College Board because of a problem with an invoice, please make sure to also inform Leslie Dawes of the issue at [email protected].
For more information, contact Leslie Dawes, South Carolina Department of Education, 428 Wholesale Lane, W. Columbia, SC 29172; phone: 803-734-4944.

Utah
College Board provides a fee reduction of $37 per AP Exam, including AP Seminar and AP Research Exams, for qualifying low-income students. Schools are also expected to forgo their $9 rebate for these students. For eligibility criteria, visit AP Exam Fee Reductions. The remaining fee is $53 per AP Exam (or $101 per AP Seminar Exam and AP Research Exam) for qualifying low-income students.
To support students experiencing socioeconomic disadvantage, Utah requires local communities to pay for those students’ AP Exam fees, which is based on an Early College programs statute. To qualify for these funds, Local Education Agencies (LEAs) must have completed all the steps of the Early College application process. Schools need to work in collaboration with their LEAs to make sure there is a district/charter-wide mechanism in place that tracks the expenditures for qualifying students. Districts/charters will receive funding based on this evidence.
AP Computer Science Funding from the Community Foundation of Utah
The Community Foundation of Utah has agreed to pay College Board directly for AP Computer Science Principles (CSP) and AP Computer Science A (CSA) Exams for public school students in Utah who qualify for the College Board fee reduction (fee-reduced students).
For fee-reduced, public school students, the Community Foundation of Utah will pay the remaining $53 fee per exam for AP CSP or AP CSA Exams.
- Final fee for AP CSP or AP CSA Exams for fee-reduced, public school students: $0.
For all other AP Exams, schools in Utah must pay College Board the following amounts per exam for fee-reduced students:
- $53 per AP Exam fee per fee-reduced student (except AP Seminar and AP Research Exams)
- $101 per AP Seminar and AP Research Exam per fee-reduced student
However, through the Early College funding, the Utah State Board of Education (USBE) will reimburse qualifying LEAs for $53 per AP Exam (or $101 per AP Seminar Exam and AP Research Exam) for fee-reduced students.

- Your invoice is automatically generated in AP Registration and Ordering and emailed to you after the late-testing administration ends. At that point, you can also access and print your invoice through AP Registration and Ordering.
- For all exams other than AP Computer Science Principles and AP Computer Science A, your school will receive an invoice to pay College Board $53 per AP Exam (or $101 per AP Seminar Exam and AP Research Exam) for fee-reduced students. Please reach out to your district Early College/AP Coordinators to determine how they want this information shared with them.
- June 15, 2025, is the postmark deadline for payment due to College Board.

Virginia
The state of Virginia has appropriated funding for the purpose of covering all but $20 per exam for AP Exams taken by low-income students.
In Special Session I 2024, the Virginia General Assembly appropriated funds in FY25 and FY26 to support economically disadvantaged students in public high schools taking Advanced Placement (AP), International Baccalaureate (IB), or Cambridge Exams. Families who qualify for free and reduced lunch benefits are eligible for a fee reduction and should encumber only $20 in exam fees per exam taken. For students attending a school participating in the Community Eligibility Program, eligibility will be determined by the school division using the family’s income.
School divisions are responsible for providing eligible students and parents with notification of this financial assistance at the time of course enrollment and exam registration. The Virginia Department of Education’s (VDOE) Office of Parental Engagement has created a flyer for school division use.
To receive funding, school divisions should appoint a person of contact to complete the FY 2025 AP-IB-Cambridge Funding Form by December 6, 2024. School divisions will submit the anticipated number of AP Exam registrations for students eligible for the fee reduction. Students can receive the fee reduction for more than one exam, pending availability of funding. VDOE will communicate funding allocated to each division through a grant award notification. Financial assistance provided by College Board will be factored into reimbursement amounts. Divisions will receive funding in February 2025.
In June 2025, POCs will be asked to submit the actual number of completed AP Exams by eligible students after testing windows have closed. Unused funds should be returned to the Virginia Department of Education by August 1, 2025.
To assist school divisions with the fee reduction program, a technical support document is available for reference.
