Federal and State Funding for AP Exams
Many states use federal and state funding to further reduce the exam fee for students who are eligible for a College Board fee reduction. For reference, you can view the 2019 exam fee assistance policies for each state. State policies for 2020 will be posted as soon as each state’s funding plan is finalized.

2020 AP State Subsidies
New! Students and parents may be concerned about ordering AP Exams if their state’s 2020 funding plan hasn’t been finalized by the time students need to register for AP Exams. Although College Board and states are working together to provide information about 2020 subsidies in advance of the November 15 final order deadline whenever possible, in some cases, states won’t be able to finalize their subsidies until later in the school year. If this is the case in your state, you may refer students and parents to your state’s 2019 funding policy for reference. However, please note that your state’s 2019 funding policy does not guarantee that the same state funding will be available again for 2020.
The AP Program will post state subsidy information on this page as soon as each state finalizes their 2020 funding plan.
If Your State Eliminates its Subsidy
If your state provided a subsidy for AP Exams in 2019, and the subsidy is eliminated for 2019 by the time your school’s 2020 AP Exam invoice is generated, the AP Program will waive any unused/canceled exam fees incurred for students eligible for a College Board fee reduction who decide not to test. Students’ fee reduction status must be accurately indicated in AP Registration and Ordering for the $40 per exam unused/canceled exam fee to be waived.
If an exam has been ordered for a student who is eligible for the College Board AP Exam fee reduction and the student decides to take the exam even if a state subsidy isn’t announced, the school invoice would still reflect the College Board fee reduction.
Cases in Which Cancellation Fees Will Not be Waived
Exams won’t be eligible for a waiver of the unused/canceled exam fee in:
- States that didn’t provide a subsidy in 2019.
- States where alternative types of funding that could be used for AP Exams were available in 2019, but the state did not provide a dedicated subsidy per exam.
- States that provided a subsidy in 2019 and provide one again in 2020.
Frequently Asked Questions
If your state eliminates its subsidy, you need to either:
- Submit exam cancellations by removing them from your exam order in AP Registration and Ordering and submitting an update to your order by March 13, 2020, 11:59 p.m. ET. Make sure the eligible students have a fee-reduction status of “Reduced” in the system. OR
- If a student decides after March 13 that they don’t want to take the exam: You must indicate the exam as “Unused” in AP Registration and Ordering before your school’s invoice is generated. Make sure the eligible students have a fee-reduction status of “Reduced” in the system.
To qualify for the unused/canceled exam fee waiver, eligible students must have a fee-reduction status of “Reduced” in AP Registration and Ordering, and exams must be either:
- Canceled by the AP coordinator through AP Registration and Ordering by March 13, 2020, 11:59 p.m. ET.
- Indicated as unused by the AP coordinator through AP Registration and Ordering before the school’s final invoice is generated (invoices are generated the day after the late-testing administration ends).
No. This policy applies only to eliminated state subsidies; if your school or district provided funding in 2019 and that funding is eliminated, the unused/canceled fee will still apply to exams ordered and then canceled for students eligible for the fee reduction.

Some states provide subsidies for all students’ exams. Should those subsidies be eliminated, the $40 per exam unused/canceled exam fee would apply to any exams canceled on behalf of students not eligible for College Board’s fee reduction.

Exams ordered after November 15, 2019, 11:59 p.m. ET will incur the $40 per exam late order fee regardless of whether state subsidy information is available as of that date.
Because the fee is the same for a canceled or unused exam—$40 per exam—a student can decide at any point whether or not to take an exam that was ordered for them with no change in the fee applied. Exam orders cannot be submitted after March 13, 2020 (11:59 p.m.) Therefore, we strongly encourage you to keep exams in your order if there’s any uncertainty about whether a student will take an exam. If a state eliminates its subsidy and a student who’s eligible for a College Board fee reduction ultimately decides not to take an exam, the unused/canceled exam fee waiver will apply to any exams that are canceled in the AP Registration and Ordering system by March 13 Or any exams that are indicated as unused after March 13 and by the time the school’s final invoice is generated (invoices are generated the day after the late-testing administration ends).
